PHV vs Hackney Carriage: does your tax situation change in Northern Ireland?

PHV and Hackney Carriage are England & Wales terms - Northern Ireland licenses taxis differently. Here's how the NI system actually works, and where it does (and doesn't) touch your tax.

If you’ve searched “PHV vs Hackney Carriage” to work out where you stand, here’s the twist: those terms don’t actually apply to you. That’s the England & Wales system. Northern Ireland does it differently, and knowing the real picture matters more for your tax than the borrowed terminology ever will.

Why you’ve heard these terms anyway

In England and Wales, a taxi is either a Hackney Carriage (can be hailed on the street or picked up at a rank) or a Private Hire Vehicle, a PHV (pre-booked only). It’s a genuinely two-tier system, licensed council by council. It’s also the version of “how taxis work” that shows up most often online, which is why the terms travel - even though Northern Ireland scrapped its own version of a two-tier split back in 2008.

What Northern Ireland actually uses

Under the Taxis Act (Northern Ireland) 2008, NI moved to a single-tier taxi licence, with vehicles then split into four classes under the Taxi Licensing Regulations (Northern Ireland) 2015:

  • Class A - a standard saloon. Can hail, rank, and take pre-booked jobs anywhere in Northern Ireland outside the Belfast Zone. Inside the Belfast Zone, it’s pre-booked only, except late Friday and Saturday nights (midnight to 6am) and public holidays.
  • Class B - wheelchair-accessible. Can hail, rank, and pre-book anywhere in Northern Ireland, no Belfast Zone restriction.
  • Class C - pre-booked only, dispatched through a licensed operating centre. No hailing, no ranks. This is the closest thing NI has to England’s “private hire.”
  • Class D - permit-based, fixed-route services with a separate fare per passenger, rather than one fare per vehicle.

And unlike England, where your local council licenses taxis, every driver, vehicle, and operator licence in Northern Ireland is issued centrally by the DVA - the Driver & Vehicle Agency, part of the Department for Infrastructure. Belfast City Council has no role in it at all.

Does any of this change your tax?

No. Income tax and Self Assessment rules are set UK-wide - what you owe HMRC doesn’t depend on whether you’re licensed Class A, B, C, or D. But there is one genuinely current link between your licence and your tax affairs that’s worth knowing about: since 2 October 2023, every taxi licence renewal in Northern Ireland, of any class, requires you to complete an HMRC tax check through Government Gateway before the DVA will process your renewal. It’s a quick confirmation that you’re properly registered and up to date with HMRC, not a full review of your return - but if your affairs aren’t in order, it’s a real hold-up at exactly the wrong moment. It’s one of the services we handle for clients as standard.

What genuinely does differ by how you work

Your licence class shapes your business model, and that does affect your record-keeping. Rank and street-hail fares (typically Class A and B) are more often cash or card taken directly, which is harder for anyone, including HMRC, to independently verify against what you declare. Pre-booked and platform-dispatched work (Class C, or jobs through Uber, Bolt, or FreeNow) leaves a digital trail on the platform’s own systems. Neither changes what you owe - but it does mean drivers working mostly through platforms should expect their declared income to be easy to cross-check, and drivers working mostly ranks and hails should be especially disciplined about logging cash takings as they go.

Your driver and vehicle licence fees are also a genuine, allowable business expense - worth remembering when you’re totting up what you can claim.
